Is cannabis hemp candy sold in Amsterdam worldwide legal?

My friend is going to send me a parcel and she wants to mail me some cannabis candy. I have never tried it before and it was sold at the local souvenir store. I know this kind of candy won't get you high or something, but is it legal to mail it? We are just not sure if the candy contains thc .
