Editing Permissions through TC-Admin?

Could anyone please show me an in depth tutorial on how to add/edit/configure permissions on a server through the site called TC-Admin that is offered through Brohoster.com. It's just something I really want to learn and Im having a really hard time trying to find any sort of tutorials elsewhere and I have serveral threads on different sites such as the brohoster forums and bukkit forums open hoping someone knows how and hopefully has the patience to help me because Im by far not a computer expert and I could realy use some help please
